An election without a candidate?
How does it work?
Election without candidates is a tool of sociocracy, an approach to dynamic steering and governance of organisations and projects. The expression "election without candidate" means that no one volunteers to carry out a task, hold a position or fulfil a function.
It is the members of the circle/group who choose the people who they think will be best able to carry out a particular task, to take on a particular mission... In the context of these elections we will therefore go out to meet people and ask them who they think is best placed to respond to their emergencies and interests.
Quel(s) intérêt(s) ?
This is a context marked by a certain distrust of political parties, which are accused of being preoccupied only with acquiring and keeping electoral mandates.
To make up for the absence of a legitimate leader by himself/herself.
Consider the complexity of territories.
The political body (the persons consulted to constitute the list) may be different from that enshrined in the fundamental law (young people, non-European residents, border residents, may participate in drawing up the list).
Quelles étapes ?
1/ Définition du programme
Urgence citoyenne does not have a programme, it simply puts forward certain citizen emergencies, and it will be the responsibility of the citizens' assembly to host a democratic debate and come up with proposals that will gain the consent of the members. These emergencies are the ecological emergency, housing, equality, and democracy.
2/ Faciliter l'expression
The chosen electorate is invited to propose candidates. These will best defend the interest of the voter in relation to the urgent needs of the citizenry.
Each voter will have to motivate his or her choice according to his or her feelings and knowledge of the potential candidates.

3/ Confrontation des expressions
Following the previous step and once all the arguments have been considered, a second round is held to ask if anyone wants to change their vote and why.
4/ Objections et consentement
After the votes have been counted and the participants with the most nominations have been identified, each person will be asked if they agree with the result. If everyone agrees, the result is adopted.
If there are objections, they are explored and dealt with until, ideally, everyone consents
5/ Nominations

The nominees are finally consulted and give their consent (or not) and formally commit to the role they have been given.
6/ Suivi et revocabilité
A mechanism for monitoring commitments is implemented and citizen control is exercised.
Revocability is possible if the commitments have not been met.
